ETTh~. MTN~]99~_q Co,~nission proceeded to discuss Council ~inutes dated February 25, 1986, specifically Waste Management of Minnesota, Inc. 's presentation of items included in their proposed vertical expansion of the landfill site. ~e Co~mission expressed concern with the proposed faster rate of water run-off from the hill and the ability of the site to provide adequate ponding areas to acco~te the increased water build up. ! '1 I I Motion by Commissioner Kurak and seconded by G0~missioner Ippel to request that City Council seriously consider all aspects of Waste Management of Minnesota, Inc. 's request for vertical expansion of the landfill site p~ior tx) granting any City appprovals that might be neoessary. Further Discussion: fl~airman Greenberg stated that the basis for this motion is EDC's ooncern with: 1) Water drainage and groundwater levels; 2) Reight restrictions associated with airport airspace. Co~issioner Kurak stated that he feels the water run off should be directed to the river rather than held in ponds on the site. Commissioner DeLuca stated that fr~m a contamination standpoint, it might be better for the water to be held on the site for monitoring and processing purposes. Amendment by Commissioner Vevea to state that based on concerns with water drainage and airport airspace, the EDC Go,mission is recc~ng that City Council oppose any vertical expansion of the landfill site. I I I I I I i I Further Discussion: Commissioner DeLuca stated that one of EDC's main concerns should be groundwater pollution; at this point in time there is very little that can be done with the water that is already in the site and the only effectual oontrol the City will have on future groundwater contamination will be by oontrolling the amount of additional rainfall hhat penetrates the site. Commissioner Kurak stated that history shows Waste Management statements of closing dates and end uses of the hill; none of which have happened but the requests are still ooming in to lengthen the site life. Con~issioner Bardin stated that Council should reinstitute the Landfill Committee. C~missioner DeLuca stated that probl~s arise when advisory co,~__~ittees are established and their advice carries no weight; the Landfill Committee should have a m~r of Council serving on it to provide that direct input at Council level. Go,missioner Bardin suggested that one m~mber from each City Commission and 2 me~bers of the private sector also serve on the Landfill Committee. Co~missioner Kurak withdrew his motion; Co~missioner Ippel withdrew his second; and C(m~issioner Kurak withdrew his mendment. Motion by ~issioner Kurak and seconded by Commissioner Ip~el stating that the Eoo~omic Development Co~ission realizes that the best cap possible is March 12, 1986 Page 2 of 5
