Mr. Bartley stated that this case has been placed on the February 25, 1986 Council agenda. ~ ~11-~1~ Rtat~ Of, Rvl_vJa Fml~k., Mr. Bartley stated that Ms. Frolik's current capacity as minutes recorder and newsletter coordinator oonsumes 20-30 bouts per week, based on the assumption that the City goes to a monthly newsletter. Mr. Hartley stated that he is concerned with certain staff persons performing duties of a secretarial nature which is a gross misuse of their talents and skills. Mr. Hartley stated that Ms. Frolik has the ability to accept those duties that are secretarial in nature and yet require independent motivation. Mr. Hartley stated that he is convinced there is sufficient work in the City office to justify hiring Ms. Frolik on a full-time basis. Councilmember Reimann stated that in his opinion, Mr. Bartley has not been with the City long enough to make a recommer~tion to hire another full-time employee. Councilmember Reimann reoommended that Mr. l{artley take more time to evaluate the r~-c~Js and workload in the office, and in the meantime, Mr. ~art/ey would have the authority to utilize MS. Frolik ~on a part-time basis as much as necessary o Mr. Hartley explained that as a City Administrator, one of his skills is to be able to ascertain what is needed as far as staffing. Mr. tiartley suggested that prior to completing the discussion of MS. Frolik's full-time status, the Personnel Oxamittee proceed to Ca~e ~5, Organizational Chart. Mr. Rartley stated that one of the things he noticed when coming on board is P~msey's informal organizational structure. Mr. Bartley stated that after spending a fair a~ount of time evaluating the organization and utilizing basic managerial rules, he has reoonstructed the organizational structure. ~he Personnel Committee reviewed the organizational chart and re{~ that Council approve same. Councilmember Sorteberg stated that he agrees with Councilmember ~eimann's recx~me~tion to not hire MS. Frolik on a full-time basis at this time, but to authorize Mr. }tartley to utilize her services on a part-time basis as necessary. Counci~r Sorteberg stated that the basis for his statement is the revenue cutbacks that will be imposed this year. Counci~r Sorteberg also noted that one of the selling points for Ramsey becoming ovmputerized was that it would enable us to complete the workload without hiring add/tional persons. Mr. liartley stated that he respects the opinion of the Personnel Committee and realizes they need time to become (z~for~le with his administration.
