I <br />I <br />I <br />I <br />I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CITY ADMINIS~TqATOR' S RE~ORT <br /> March, 1986 <br /> <br />Fire Protection Evaluation: <br /> <br />We have begun the process of having a portion of our community <br />evaluated by the Insurance Services' Office (an office who establishes <br />the fire protection rating that insurance opmpanies use to set rates <br />with). The area that will be evaluated is the River's Bend and <br />Flintwood Hills areas which are currently served by City water. The <br />current fire protection rating, as many of you knc~, is 10 out of 10, <br />thus being the least desirable rating for fire insurance purposes. <br />Obviously, we hope to receive a more favorable rating for at least a <br />portion of our co~munity. <br /> <br />Fire Protection Contracts: <br /> <br />On Friday, March 14, 1986, Staff met with representatives of the City <br />of Anoka regarding the proposed Anoka-Champlin-Ramsey joint powers <br />agreement as it relates to fire protection. A year ago, March 20, <br />the City of Anoka and (~a~plin entered into a joint powers agreement <br />which provided joint ownership and operation responsibility for the <br />"Anoka-Champlin" fire department. Up to that point in time, the City <br />of Bamsey was oonsidering being the third m~r of the joint powers <br />agreement. Bowever, Anoka and (~amplin chose to prooeed and establish <br />a joint p~wers agree~nt. <br /> <br />Following our meeting, we agreed to set a time when the officials of <br />the Anoka-Ch~plin fire department can give a presentation to the <br />Ramsey City Council as to the status of the current joint powers <br />agreement and the operational characteristics of the Anoka-Champlin <br />fire department. If it is found that such a joint powers agreement <br />between the three cities would be desirable, then a contract can be <br />established similar to the existing joint powers agreament beb~een the <br />Cities of Anoka and fhamplin. <br /> <br />~hurston Avenue Overpass/Extension.. <br /> <br />City Staff and myself met with representatives from the City of Anoka <br />to discuss the extension of Tnurston Avenue over the Burlington <br />Northern Railroad to the north. Currently, plans are to construct the <br />bridge/overpass and an extension of ~urston Avenue just into the City <br />of Anoka's Industrial Park area. ~e City staff of Anoka is as <br />oonoerned as we are about having a bridge and road going nc~bere (dead- <br />ending at the Industrial Park). ~he Anoka Staff indicates that their <br />concern rests with the plans of property owners within the Industrial <br />Park area to develop utilities which would naturally r~:ed to be placed <br />within the ~urston Avenue extension. Said briefly, the Anoka staff <br />would like to see a (x)ordinated effort made by the property owners to <br />present a development plan which would include proposed utility <br />extensions through the area of the ~hurston Avenue extension. <br /> <br /> <br />
