I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
i
I

7he ooncern of the City of Ramsey is that the "coordinated efforts' of'
the developers and the City of Anoka will align the proposed Thurston
Avenue extension with suitable facilities of the City of Ramsey.
Further, the City of Ramsey should make every effort to connect the
~hurston Avenue extension to other thoroughfares within Ramsey.

~he time schedule for improvements by the City of Anoka indicate that
the bridge/overpass will be constructed during 1986 and that Thurston
Avenue could be extended to the Ramsey corporate limits during the
same year if acceptable development proposals are submitted by
property owners in the Anoka City limits (Industrial Park).

City Newsletter:

On March 18, 1986, the latest edition of the Ramsey newsletter "Ramsey
Resident" was delivered to the post office. During the course of
development of this issue, we realized that there will be an on-going
need for suggestions as to topics to be covered within the newsletter.
Our objective shall always be to provide correct and timely
information to the residents of Ramsey while avoiding political
positions. ~herefore, your suggestions as to topics to be reviewed
within the newsletter are always welcome. Your comments on the
quality of production and content are also needed to gauge our

Status of Comparable Worth..

In a letter received from Mr. Bill Joynes, Chairman, MAMA General
Labor Relations C(m~ittee, Mr. Joynes states that part of the reason
for our delay in finishing the comparable worth study has been the
fact that many of the time-spent profiles filled out by employees were
inaccurate.

In order to (x~mplete the study, Control Data business advisors suggest
that another opportunity for review of the time-spent profiles by each
City be permitted in a workshop setting. That workshop has been
scheduled for March 20 or 21, 1986. Mr. Joynes indicates that
following such a workshop, the completion of the comparable worth
study is "close at hand~.

Legislative Budget Balancing:

You may be aware that the 19ouse of Representatives did in fact adjourn
without adopting legislation which would provide for a method of
balancing the State's budget. However, bills which were sent to a
conference oommittee fr(~m the House and the Senate did not include any
cuts to local government aid. On the other hand, the Governor's
proposal did include substantial cuts to local goverr~ent aid.

My analysis of the situation is that since the Bouse has adjourned,
the Governor has assmed greater influence over the process since a
special session must now be called.
