I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />Counct 1 n~m~.,e t <br /> <br />the motion to adopt the following findings of fact: <br /> <br />FINDINGS (F FACT 01__ <br />C~NIE SKARBAKKA <br /> <br />1. ~hat Ms. Connte Skarbakka, hereinafter referred to as "Applicant," has <br />properly applied for a ~ondt~onal use permit to operate an acooun~ng business <br />fr~m her home at 17811 Gibbon Street N.W. <br /> <br />2. ~hat the Applicant appeared before the ~/anning and Zoning C~mmission for a <br />public hearing pursuant to City Ordinance on February 4, 1986 and that said <br />publtc hearing was properly advertised and minutes of ~hat public hearing are <br />hereby tnoorporated by reference. <br /> <br />3. ~hat the subject property is legally described as follows: <br /> <br />I~t 10, Block 1, DeemS, Anoka (bunty, Minnesota. <br /> <br />4. ~hat the subject property is located within the R-1 Residential District <br />and ts approximately 5.5 acres in size. <br /> <br />5. ~hat the Standards for (]onsideratton are as follows: <br /> <br />a. ~hat the property Is zoned ~-1 ~esident~al and an accounting business <br />is not a permitted use in this zone; <br /> <br />b. ~hat the adjoining property is either resident/al or vacant; <br /> <br />c. ~hat there are no other similar uses in the area; <br /> <br />d. ~at the proposed use will not create an increase in traffic flow in <br /> the area; and <br /> <br />e. ~hat the proposed use will not be dangerous or otherwise detrimental to <br />persons residing in the area, or to the public welfare, nor will the <br />proposed use substantially impair the use, enjoyment or value of any <br />property in the area. <br /> <br />6. ~at the Criteria for Approval are as follows: <br /> <br />a. ~hat the operation of the acoounting business will not be detrimental <br />to or e_~danger the public health, safety or general welfare and is not <br />contrary to the established standards, regulations or ordinances of other <br />governmental agencies; <br /> <br /> b. ~]~at the accounting business will not be unsightly, undesireable or <br />obnoxious in appearance and it will not hinder the orderly and harmonious <br />development of the City or the ~-1 Besidential District; <br /> <br />c. ~hat the accounti~ business will not be injurious to the permitted <br />uses nor undu/y restrict the enjoyment of other property in the immediate <br />vicinity nor substantially diminish arid impair property values within the <br />area; <br /> <br /> <br />
