Counci~r Cox expressed serious ooncern with the fact that there i~ only one access serving Menkveld's Country Park and Voltin's Oak Hill Estates Mr. Caine stated that Mr. Volt_in will deed a road e~ent to the east for future access. Mr. Caine also noted that a road looping through the develo~m~t would Prairie additional accesses and more paroels but the d~eloper h~ chosen not to go that route. Mr. Raatikka stated that strut and ditch [xofiles have r~t be~n Pr~ided. Additional soil borings have determined that Lot 4 is adequate for an or-site ~ptic syst~. Motion by councilmember Sorteberg and seoor~led by Counci~r Reimann to approve Mr. Voltin's request for preliminary plat approval of Voltin's Oak Hill Estates with a variance for cul-de-sac length and contingsnt upon Mr. Volt. in oomplying wi~h hhe terms of the City Engineer's report dated January 30, 1986 including the Provision of a 66 foot wide utility easement along the north edge of Lot 4. Further, that development of iot 4 will not take place ~til a southerly access is es~_~hlished; subdivision of Lots 1, 2 and 3 will not be made until an additional access ha~ been e~tablished.
