OONNIE SKA~k~KKA By: Anne Norris, (lmznunity Develotz~ent Director Background: Ms. Connie Skarbakka is requesting a conditional use permit to operate an accounting business fr~m her b(~ne at 17811 Gibbon Street NW. Ms. Skarbakka's property is approximately 5.5 acres in size and is located in the R-l, Residential, District. Ms. Skarbakka has stated that the majority of her accounting business will be conducted over the teleghone or at her client's place of business. The Planning and Zoning Commission conducted a public hearing on Ms. Skarbakka's request on February 4, 1986. As you recall, Ms. Skarbakka's request was on the Council's agenda for February 25, 1986; however, Ms. Skarbakka was not at the meetin9 to answer questions, so the Council tabled the request until the March 25, 1986 meeting. Enclosure (2) contains the following items for your information: a) Application b) Site location map c) Planning and Zoning Commission public hearing and regular meeting minutes dated February 4, 1986 d) Proposed findings of fact e) Proposed conditional use permit agreement Observations: ~he Planning a~d Zoning Commission adopted findings of fact on Ms. Skarbakka's request and recommended approval, contingent upon Ms. Skarbakka entering into an agreement with the City. Staff has no objections to this. Council action wili be to adopt findi~s of fact afw~well move approval of Ms. Skarbakka's request for a conditional use permit to operate an accounting business from her home, contingent upon her entering into a conditional use permit agreement with the City.
