WEST DRAINAGE DISTRICT By: Pete Raatikka, City Engineer Background: At the December 17, 1985 City Council meeting, the City Council adopted a resolution reoeiving a feasibility study for trunk storm sewer improvements to the West Drainage District. That study discusses the first step in solving drainage problems in the West Drainage District, which was established as a high priority goal of the City at the March 6, 1986 special meeting. At the January 14, 1986 City Council meeting, the City Council passed a motion directing City Staff to prepare a draft ordinanoe for Council review that would implement a Storm Sewer Improvement Taxing District. The City Administrator, City Attorney and City Engineer have prepared the draft ordinance oontained in enclosure(3~ Observations.. By adopting this ordinance, the City Council will have the authority to acquire, oonstruct, reoonstruct, exter~, maintain and improve storm sewer syst~ns within the district. ~he oost of the improvements can be recovered by levying taxes on all taxable property within the di str i ct. Beo~tion: ?he City Administrator, City Attorney and City Engineer are recommending that the City Council pass a motion to introduce the ordinance and set a public hearing date which is required to establish the ordinance. ~he City's bond counsel, Mr. Dave Kennedy, has also reviewed the proposed ordinanoe and recommends its adoption. Council Action: Motion to: adopt Resolution ~86- ._ calling for a public hearing at 7:30 p.m. on April 15, 1986 on the establishment of the West Drainage Storm Sewer Taxing District.
