BOB SYL~ESTER&i~ CROSS OF HOPE LUTII~RAI~ CBURCIt <br /> By: Anne Horris, Community Development Director <br /> <br />CASE ~ 16 <br /> <br />Background: <br /> <br />Mr. Bob Sylvester and the Cross of Hope Lutheran Church are requesting a <br />conditional use permit to establish and operate a cemetery from the property <br />at 5730 - 179th Lane NW in Ramsey. The proposed cemetery would be located on <br />the southern five acres of the church's property and the five acres adjacent <br />to this on the east. <br /> <br />The proposed cemetery would consist of approximately 6,600 burial sites. The <br />first phase of the cemetery is proposed for the northwest portion of the site <br />and would include approximately 1,300 burial sites. The proposed cemetery <br />would be non-denominational and would be open to anyone. A road along the <br />east boundary of the church property which would cul-de-sac in the center of <br />the cemetery area is proposed for access to the cemetery. A landscaped buffer <br />area is proposed for the east, south, and west boundaries of the <br />cemetery. <br /> <br />The Planning and Zoning Commission conducted a public hearing on this request <br />on April 14, 1986. - <br /> <br />Enclosed are the following items for your information: , . ~ ~' /': <br /> <br />a) Application <br />b) Site location map <br />c) Public hearing notice <br />d) Properties notified <br />e) Proposed findings of fact <br />f) <br /> <br />Proposed conditional use permit agreement <br /> <br />Observations: <br />As the proposed cemetery is a~use and would not have any detrimental <br />effects on the neighboring pro%~o-r.~L~s,~ Staff recommends approval of this <br />request. The Planning and Zoning Commission recommended approval of the <br />request, contingent upon Mr. Sylvester and the church entering into a <br />conditional use permit agreement with the City. In addition, the Commission <br />recommended that the City should not participate in the construction of the <br />access road to the cemetery. However, if the Council wishes to participate in <br />the construction of such an access road, that construction could take place <br />over a period of years, thus reducing the City's immediate contribution (e.g. <br />1986 Gravel & grading - 2,000; 1987 Gravel & grading - 2,000; 1988 Blacktop <br />surface - 8,000). - <br /> <br /> <br />
