I
I
I
I
I
I
I
I
I
I
I
I
i
I
I
I
I
I

FUBLIC IEAi~I~
EITI~SION O~ 153~D A~K~IIE ~!/ lraO~

Pete ilatiit*, City Ingi~eer

CASE

Background:

At the regular City Council meeting of March 25, 1986, the Council received a
feasibility report and established April 22, 1986 as a date to hold a public
hearing on the project. City Planner Anne Norris and myself met with the
engineer and administrator from the City of Elk River to discuss the
possibility of extending 153rd Avenue NW to Jarvis Street NW and having Elk
River designate Jarvis Street NW from 159th Avenue ][W to U.S. Highway ~10 and
~169 as an ~A street. Elk River's engineer and administrator did not see any
advantages to their city for desiguatiug Jarvis Street NW as an MSA street,
but they stated we could present our request to their City Council later this
month.

Rearing Agenda:

l) Engineer's report on project
2) Questions for clarification purposes only
3) Public comment and opinions
4) Close public hearing

Recommendation:

Since the terminus of 153rd Avenue I~W has not been determined, I would
recommend that ordering plans be delayed. Also, the City Charter requires a
60 day waiting period prior to any further Council action on the project.

The City Council could order the project, if the developer agreed to waive the
60 day waiting period and agreed to pay for the plans in the event the project
is not constructed as an ~A street.

Council Action:

No action unless the developer waives the 60 day waiting period and
agrees to pay for the plans if the project is not constructed as an MSA
street.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Dir.

Chief of Police
Finance Officer
Public Works Director
Other
