I I I I I by: BICB WAT$~ Pm~PI~ Dave Rartley, City Administrator Background: In the psat, the City of l~msey has provided pumping to relieve some of the high water problems in various parts of the Ramsey community. Based upon recent review of the high water situation, there appears to he a need relieve the water levels in some areas of our community. City Staff is in the process of obtaining easements for the purpose of pumping water across various properties and proposals for the purchase of a used tractor to operate the City owned 8" pump. ~servat~ons: The process of pumping water from high water areas to areas which are unaffected by high water problems is a short term remedy for the problems of high water. Some property owners have indicated a willingness to assist in the operation of pumps in an effort to help themselves and their neighbors. In order to undergo the process of pumping high water areas, the Public Works Staff will be compelled to forego other ~mprovements such as crack-filling and patching until the high water problem is fully relieved. Reco~endatlon: It is our recommendation that the City Council again establish the procedure of pumping the high water areas within our community utilizing the services of individuals from the community to augment the efforts of the Public Works Department. We recommend that a wage of $3.35 per hour be paid to the individuals manning the pumps in order to clarify responsibility for injury through the City's workers' comp insurance. We further recommend that the City Council authorize the purchase of a used tractor to power the City's 8" pump. Review Checklist: Administrator Attorney Engineer Community Development Dir .....
