I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />30 min. <br /> <br />Backgrouud: <br /> <br />ESTABLI$~[~T OF ~TO~ SI~F~ TA,XI]G DISTRICTS <br />By: Dave Rartley, City Administrator <br /> <br />CASE <br /> <br />On April 15, 1986, a public hearing was held to receive comment on a proposal <br />to establish the south central and west drainage districts for the purpose of <br />financing storm sewer improvements. <br /> <br />If established, the storm sewer districts would function in the following way. <br />Storm sewer improvements would be proposed and a hearing would be established <br />for the purpose of reviewing with the property owners within the storm sewer <br />district the cost of the improvement, the nature of the improvement, the <br />proposed time schedule, and to receive the comments from those property <br />owners. Following the public hearing, the City Council could order the <br />improvement and the costs of that improvement would be paid for from taxes <br />collected over the entire district. <br /> <br />Enclosed are the proposed ordinances for yopr consideration. <br />Observations: <br /> <br />I <br />I <br />I <br /> <br />There is a need for the City Council to establish a policy as it relates to <br />financing storm sewer improvements. Some discussion in the past has led us to <br />the consideration of storm sewer taxing districts as such a means to finance <br />these improvements. There is a need for a City Council to address certain <br />specific storm drainage problems. However, before doing so, a clear policy <br />needs to be established outlining exactly how those improvements will be <br />paid. <br /> <br />~ec~ndation: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />It is my recommendation that the City Council establish a policy which will <br />clearly state the methods of recovering the costs of storm sewer improvements <br />within the Ramsey community. Generally, the options are: <br /> <br />a) Storm sewer taxing districts; <br />b) Use of special assessments on the area basis; <br />c) Use of special assessments on some other basis; <br />d) Use of general ad valorem taxes. <br /> <br />If it is the policy of the City Council to pay for storm sewer improvements <br />via storm sewer taxing districts, then consider the following Council action. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Ordinance {86- , an ordinance establishing the south central <br />taxing district in accordance with Minnesota Statute 444. <br /> <br />-and- <br /> <br /> <br />
