City of Ramsey

151.53NOWTHEN BOULEVARDN.W.,RAMSEY, MINNESOTA 55303 · (612) 427-1410

May 13, 1986

Mr. Terry Hendriksen, Jr.
15631 Ramsey Blvd. NW
Ramsey, Mit 55303

RE: Drainage problems

Dear Terry:

Since talking with you by phone and receiving your letter on May 7,
1986, I've looked into the water problems which you identified in that
letter. I've visited with our City Engineer, Mr. Pete Haatikka, and
City Attorney, Mr. Bill Goodrich relating the problems which you have
outlined. Here are conclusions:

- The large ponding area between Ramsey Blvd. NW and Hematite
Street NW between 156th Avenue NW and 153rd Avenue NW does
appear to be addressed within the City's Comprehensive Drainage
Plan. I would draw your attention to figure 16d of the
Comprehensive Storm Drainage Plan for the City of Ramsey.
Subdistrict SS9 is proposed to be drained by a 1,000 ft.
channel tying into County Ditch 1~o. 66. After reviewing aerial
photographs and other available information, it would appear
that a ditch has been constructed in the past in the general
vicinity of the proposed 1,000 ft. ditch in the Comprehensive
Storm Drainage Plan. Therefore, we suspect that there may also
be a culvert crossing 156th Avenue NW just east of Hematite
Street RW. If this is the case and we find that the culvert
is in place and plugged, the City will take appropriate action
to properly maintain that culvert. However, if a culvert is
not in place and/or the proposed maintenance does not correct
the water problem, then you must petition the City Council to
make further improvements in the area.

The current policy of the City Council is that storm drainage
public improvements shall be paid for through special assess-
ments and petitions requesting such improvements should contain
signatures of at least 35I of the property benefitted.
