5 Minutes CASE <br /> <br /> JOINT POWERS ACREEHE~T <br />LANDFILL ABATEMENT PROGraMS WIT~ COUNTY OF A~OKA <br /> By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />In October of 1985, the City of Ramsey submitted a landfill abatement plan to <br />Anoka County in response to the County's efforts to respond to the various laws <br />pertaining to landfill abatement. In August of 1985, the City's plan was <br />submitted to the County of Anoka for consideration. Since that time, the <br />County has reviewed the proposal of the City of Ramsay and developed the <br />program under which the City of Ramsey may receive up to $3,602.00 to undertake <br />the landfill abatement program. <br /> <br />Included in the reference material for a letter from Anoka County and a <br />proposed resolution for your adoption. <br /> <br />Observation: <br /> <br />Many of the procedures for the City of Ramsey to be eligible for these funds <br />are spelled out within Minnesota Statutes and the City of Ramsey must enter <br />into a joint powers agreement with the County of Anoka to document and fulfill <br />those requirements. <br /> <br />Recomnendation: <br /> <br />It is the recommendation of Staff that the City Council enter into this joint <br />powers agreement with the County of Anoka to provide for cooperation between <br />the County and the City of Ramsey to implement landfill abatement programs in <br />the City of Ramsey. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Resolution ~86- to authorize the Mayor and City Administrator <br />to enter into a joint powers agreement with the County of Anoka to <br />implement landfill abatement programs in the City of ~amsey. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer <br />Community Development Dir.
