10 Minutes CASE ~]8: DISCUSSION ~GA~)ING ESTABLISHING A LANDFILL COi~ISSION AS ~ECOIOiENDED BY THE ECONOHIC DEVKLOPHENT COHHIS$ION By: Anus ~orris, Co.unity Develo~ent Director Background: At its March 12, 1986 meeting, the Economic Development Commission discussed the proposed vertical expansion of the landfill by Waste Management of Minnesota, Inc. Based on the Commission*s concerns regarding the verticle expansion and other landfill related issues, the Economic Development Cow~ission recommended that the City Council consider the formation of another landfill committee which would consist of one member each from the City Council, City Commissions and two members from the private sector. In addition, the Economic Development Commission recommended that the landfill committee should be a standing commission of the City Council and that it be given a budget and a Staffmember to be used as needed. Also, it was recommended that this commission should have specific goals which are established by the City Council regarding issues dealing with the landfill and that the commission should be in effect as long as the landfill is open and operating and that it should be able to address issues after the landfill has closed. Included in the reference material are the minutes from the March 12, 1986 Economic Development Commission meeting regarding this issue. Observations: Any advisory commissions of the Council are established by City ordinance. If the Council is interested in establishing a landfill commission, Council should direct the City Attorney to prepare an ordinance which would create this commission.
