RECOMMENDATIONS OF COMMISSION <br /> <br />After holding four meetings in which liquor ordinances were <br />reviewed from three co~r~unities, the State Liquor Control <br />Rules were reviewed, City residents were contacted, and a <br />survey of 120 residents was taken, the Commission recommends <br />the followings <br /> <br />Although the City of Ramsey, having a status of a third class <br />City, may issue as many Off-Sale licenses as it wished, the <br />Conunission unanimously recommends to the Council that the City <br />shall issue no more than one license for every 5,000 population, <br />based on the last official U.S. Census. <br /> <br />In arriving at this recommendation, the Commission took into <br />consideration the positive and negative factors of allowing <br />more than one license per 5,000 population. <br /> <br />Positive <br /> <br />a. Possible increased tax base if anew building were <br /> erected. <br /> <br />b. An increase in jobs. <br /> <br />c. Convenience to the public. <br /> <br />d. Very seldom a policing problem. <br /> <br />Negative <br /> <br />a. With a population of approximately 11,000, two Off- <br /> Sale stores seem to be quite adequate compared with <br /> other communities. <br /> <br />b. Public opinion taken from the poll shows that 74% <br /> of all those polled oppose having more than two <br /> <br /> c. Our C~ty st~ll is, for all practical purposms, in <br /> its infant stage, compared to what the City may <br /> someday become. In developing to its best potential, <br /> the City should see more major retail commercial <br /> development before it acts to allow more licenses <br /> in areas where future city development might show <br /> that it was not the best location to have an Off- <br /> Sale store. <br /> <br />In summation, the Commission feels that the City Council has a <br />great responsibility in the control of liquor and owes it to <br />the citizens to act in a slow and prudent manner in allowing <br />more Off-Sale licenses. One license for every 5,000 population <br />would be a good rule to follow. <br /> <br /> <br />
