,ROCEEDIN(~S OF CI1~/ COUNCIL YUBLIC BEARING CITY OF ~O~EY AIIOKA COUNTY STATE OP MINNESOTA On Tuesday, April 29, 1986, the Ramsey City Council continued the public hearinE called to order on Tuesday, April 22, 1986 at the Ramsey Hunicipal Center, 15153 Novthen Blvd. N.~., Ramsey, Hinnesota regarding the proposed extension of utilities to the City*s Industrial Ares. Hembers Present: Hayor Gary Heitman Councilmember Jean Schlueter Councilmember Arnie Cox Councilmember Gary Reimann Councilmember A1 Sorteberg Also Present: City Administrator David Hartley City Attorney Willia~ Goodrich City Engineer Peter Raatikka Finance Officer Noel Graczyk Community Development Director Anne Norris Report Kathy Cassidy CALL TO ORDER Nayor Heitman called the public hearing to order at 9:50 p.m. Hr. Raatikka gave a slide presentation of the proposed project area, proposed i~provements and estimated costs. (See Attachment I). Nr. Hartley gave a slide presentation of related financing options. (See Attachment II). Hr. Hartley stated that Staff recommends establishin~ the benefitting area as a Tax Increment District and the increment generated from that district would more than likely pay for the bulk of this proposed i~provement project. If not, the increments from the other tax increment district could be used to augment those improvements. The City has until September 1, 1986 to borrov money under tax increment lays and the use of tax increment certainty enhances the practicality and feasibility of the project. George Crosslein - Inquired if the costs would be spread over the entire City. Hr. Raatikka replied that the area of benefit described earlier viii be assessed for the improvements.
