~l~yor ~eitman stated that there are peple with severe water problems; ho~ are <br />those problems resolved if in the majority's perception they do not benefit <br />fro~ the i~prov~ent and condemn the project and those affected persons to no <br />solution, O~e alternative is taxing districts; boy do you make that method <br />fair and equitable? <br /> <br />Lola Waller - Inquired as to what percentage of Ra~sey residents are having <br />water problems; if it is a ~aI1 number, maybe it would be more cost efficient <br />to purchase those ho~es. Too many taxes create a ghost city. <br /> <br />Nr. Hartley referred to his m~no of April 28 which states that with stor~ sewer <br />taxing districts, developers would be responsible for developing stor~ sewer <br />improveaents that either tie into existing or proposed stor~ systems. Council <br />can assure this happens through the plan review process. <br /> <br />Notion by Councilmember Cox and seconded by Kayor Heitman for a meeting recess, <br /> <br />Notion carried. Voting Yes: Nayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimsnn and SchIueter. Voting No: None. <br /> <br />The meeting recessed at 9:00 <br /> <br />Hayor Heitman called the meeting back to order at 9:22 p.m. <br /> <br />Nr. Goodrich reiterated that developers are required by ordinance to develop <br />any facilities needed by their development. <br /> <br />Hr. Hartley stated that if Council wishes to begin the process of considering <br />develop=ent of two stor= drainage districts in the city, ordinances would have <br />to be drafted defining the boundaries. A public hearini would be conducted and <br />then Council may consider the adoption of the ordinances establishing two <br />districts. The required vote to do so would be 4 of 5 council members. <br /> <br />Nr. Goodrich stated that Council can take no action or table the existing <br />proposed ordinances that have been introduced to establish a West and South <br />Central taxing district. <br /> <br />Hr. Hartley noted that if Council establishes so~e for~ of taxing district in <br />the near future, it is doubtful construction of i~prove~ents could take place <br />until the spring of 1987. <br /> <br />Kayor Heitman quoted Section 444.21 (Dissolution of district) in Ninnesota <br />Statutes Annotated - *Upon the retirement of all obligations issued to finance <br />improvements within the district, the district may be dissolved by following <br />the procedures for establishment of the district set forth in section 444.17.* <br />Mayor Heitman stated that he interprets this to mean that the City could, to <br />get some relief measures in the workings this year, establish those districts <br />that have been introduced and approve necessary projects contingent upon the <br />district being dissolved after the projects being completed and then proceed to <br />establish the t~o district system. <br /> <br />Hr.
