Councilmember Cox stated that if this Council is not serious about establishing <br />a two district taziug syate~, funds and staff ties should not be wasted <br />gathering inforsation. <br /> <br />Er. Goodrich stated Council cannot obligate themselves or anyone to voting on <br />any particular ordinance until after the public hearing on the ordinance. <br /> <br />Motion by Councils~nber Cox and seconded by Mayor Reitman directing City Staff <br />to draft appropriate ordinances for establishing the City into a Northern and <br />Southern stor~ sever taxing district; to schedule and advertise a public <br />hearing regarding those ordinances. It ia further directed that the public <br />hearing be scheduled in a sufficient amount of ti~e to allow for it's <br />advertisement and delivery in the City Newsletter. <br /> <br />Notion carried. Voting Yea: Mayor Reitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Lola Waller requested that infor~ation regarding the percent of Ramsey <br />residents having water problems be available at the next public hearing. <br /> <br />Case~5: High ~lter Pumping: <br /> <br />Nr. Hartley stated that he does not have any cost estimates or i~pact <br />predictions to make regarding pu~ping. <br /> <br />Pr. ltaatikka stated that ptu~ping in 1985 for 3 weeks cost the City $10,000 but <br />that included ~5,000 for a pm~p. <br /> <br />Discussion ensued regarding pumping, related costs and potential for a positive <br />impact. <br /> <br />Motion by Mayor Heitman to proceed to pump high water areas, as determined by <br />the City Engineer, until ~ay 22, 1986 and to utilize the services of <br />individuals from the cc~nmunity at a wage of $3.35 per hour to man the pumps. <br />Further, that Council will receive a report fro~ the City Engineer at their 1/ay <br />22, 1986 meeting regarding whether or not continued pumping is justified. <br />Further, the cost of this pumping is estimated to be $7,000.00 <br /> <br />Further Discussion: Hr. Nevissen stated that without the purchase of an <br />additional tractor to power the pump, park maintenance will have to be put <br />aside. <br /> <br />Motion failed for lack of a second. <br /> <br />Hayor Heitman called for any other alternatives to the issue and there was no <br />response. <br /> <br />PUBLIC tLEARING <br /> <br />ltayor Heitman adjourned the special meeting at 9:~0 p.m. in order to conduct <br />the continuance of the following public hearing: <br /> <br /> 1.
