Special Assessment Questions and Responses October 24, 2016 The following questions (see bold text) related to special assessments for the Andrie Street and 164th Lane Reconstruction project were received by City staff. Some questions were modified for clarity and brevity. Staff's responses follow each question. <Email received October 8,2016> Would you please forward either a copy of the independent appraisal(s) or a link to it prior to the October 25th meeting? The City does not complete independent appraisals for each property as part of our street reconstruction program. Instead, we hire appraisers to prepare a Special Benefit Consultation Report. This report utilizes a sales comparison approach that investigates and analyzes the probable special benefit that will be derived from the project based on before and after sales prices of similar properties in the Twin Cities metro area that are located on similar streets that were recently reconstructed. In summary, the draft Special Benefit Consultation Report prepared for this project concludes to a range of anticipated special benefit between $8,500 and $9,500 per property. (A pdf copy of the report was provided to this property owner via email.) <Email received October 19,2016> A Total Project Cost Statement identifying which costs are"City Costs" and "Assessable Costs". "City costs" include all costs related to oversizing the street to meet State Aid standards including widening the street 2 feet and increasing the structural capacity of the pavement section to meet a 9- ton design. These costs are estimated to be $203,359. All other costs are considered "assessable costs". Identify separately all costs associated with the storm sewer work. Please see yellow highlighted rows on the attached bid tabulation. (All storm sewer costs highlighted in yellow totaled$235,775.29) Month and year Andrie and 164`"were constructed. Andrie Street and 164th Lane were constructed in 1985. Typically such work occurs between June and October. Identify separately all costs associated with the trail reconstruction parallel to Alpine. Please see pink highlighted rows on the attached bid tabulation. Approximately 75% of these costs are applicable to the Alpine Drive trail. (All trail reconstruction costs highlighted in pink totaled$4,926.25) <Below are responses submitted via email by staff to the same property owner above in follow up to questions posed on October 18`h during a meeting between the property owners and the City Engineer and City Administrator> Storm Sewer Assessment — The proposed final assessment amount does include all storm sewer costs. The City Charter does not prohibit assessments for storm sewer improvements. The City's adopted Special Assessments Policy identifies storm sewer improvements as eligible for special assessments in Section 2, storm sewer costs are not identified as a "city cost" in Section 6, and Section 10.0 states that storm sewers are assessed on a project-by-project basis, although the last sentence of Section 10 states Page 1 of 3
