Special Assessment Questions and Responses October 24, 2016 the replacement of existing storm sewers is paid for entirely through the Stormwater Utility Fund. I have asked the City Attorney to comment on this. 2009 Assessments—A total of 68 properties were proposed to be assessed in 2009 at$1,650.72 each. It is my understanding that this amount was based on the cost of an equivalent overlay. We are proposing to assess 65 properties with the following properties being omitted from the 2016 project assessment roll; 16395 Jarvis Street, 16031 Andrie Street, and 15760 Andrie Street. Assessment Appeal Information — Assessments may be appealed as outlined in the attached Notice of Public Hearing that was mailed to you recently. In reference to this notice, State Statue 429.061 states "The notice must also state that no appeal may be taken as to the amount of any assessment adopted pursuant to subdivision 2, unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The notice shall also state that an owner may appeal an assessment to district court pursuant to section 429.081 by serving notice of the appeal upon the mayor or clerk of the municipality within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk." The amount of assessments for the mill and overlay projects in Northfork $728.90 per property What properties in Ramsey were assessed for Jarvis Street. See attached assessment roll for Improvement Project#15-20 (10 properties @$4,500 each). The proposed length of life of the reconstructed road and the schedule of planned maintenance over that lifetime. 60 Years.
