5.03: Public Hearing: Consider a Request for a Comprehensive Plan Amendment, Zoning <br /> Amendment, Preliminary Plat and Variances regarding Front Yard and Side Corner Setbacks, Cul-De- <br /> Sac Length, and Lot Depth Standards for a proposed development, Brookfield 81'Addition (Project <br /> #16-78);Case of Brookfield Land, LLC <br /> Public Hearing <br /> Chairperson Levine called the public hearing to order at 7:28 p.m. <br /> Presentation <br /> City Planner Anderson presented the staff report stating the purpose of this case is to review a <br /> development of a twenty-six(26) lot, single family residential subdivision, proposed by Brookfield Land <br /> LLC (the "Applicant"), on Outlot A, Brookfield 2nd Addition and PID#09-32-25-44-0017 (together,the <br /> "Subject Property"). The site is generally located south of Trott Brook and west of Olivine Street. The <br /> Applicant has submitted an application for the following: Comprehensive Plan Amendment to reguide a <br /> portion of the Subject Property from Rural Developing to Low Density Residential, Request for Rezoning <br /> a portion of the Subject Property from R-1 Residential (Rural Developing)to R-1 Residential (MUSA), <br /> Preliminary Plat, and Variances to Cul-De-Sac Length, Front Yard and Side Corner Setbacks, and Lot <br /> Depth requirements. Staff reviewed the Planning Case in detail and recommended approval of the <br /> requests. <br /> Citizen Input <br /> Commissioner VanScoy stated in general he supported the requests. He asked how the property would <br /> be buffered. <br /> City Planner Anderson discussed with the Commission how the site would be buffered noting the <br /> wetland space around the property would create proper separation to the properties along 166th <br /> Avenue. ®V <br /> Steve Bona, Capstone Homes, updated the Commission on the Brookfield 6th Addition project noting the <br /> last homes were being constructed. He explained the streets were recently paved for the Brookfield 7th <br /> Addition and homes would begin construction shortly. He thanked staff for providing the Commission <br /> with a thorough staff report and noted this was a challenging piece of land. He believed that this parcel <br /> would create beautiful lots and was worth the extra effort. He appreciated staff's efforts to ensure <br /> sheds and decks could be built on the lots and then reviewed how his homes would fit on the proposed <br /> lots. He believed that shallower homes would fit on the smaller lots and requested no lots be lost within <br /> the plan. <br /> Community Development Director Gladhill asked if the development would have an HOA. <br /> Mr. Bona did not anticipate the development would have an HOA but would have covenants in place <br /> with the County. <br /> Commissioner Bauer questioned if the two lots in question could have a condition in place to require the <br /> homes not be more than 36 feet deep. <br /> DRAFT Planning Commission Minutes Excerpt October 6, 2016 <br />
