Councilmember <br /> <br />made the motion to adopt the following findings of fact: <br /> <br /> FINDINGS OF FACT 01__ <br /> <br /> ~AYNE KNUDS ON <br /> <br />1. That gr. Wayne Knudson, hereinafter referred to as *'Applicant," has <br />properly applied for a conditional use permit to operate a cement contracting <br />business and to store his vehicles, machinery and equipment for this business <br />at his home at 15401 Armstrong Boulevard lq.W. <br /> <br />2. That the Applicant appeared before the Planning and Zoning Co=mission for a <br />public hearing pursuant to City Code on February 4, 1986 and that said public <br />hearing vas properly advertised and minutes of that public hearing are hereby <br />incorporated by reference. <br /> <br />3. That the subject property is legally described as follows: <br /> <br />The North half of the Southwest Quarter of the Northwest Quarter of <br />Section 21, Township 32, Range 25, Anoka County, Minnesota. <br /> <br />4. That the subject property is located within the R-1 Residential District <br /> and is approximately 20 acres in size. <br /> <br />5. That the property is zoned R-I Residential and a cement contracting <br />business is not a permitted use in this zone. <br /> <br />6. That the adjoining property is either vacant or residential. <br /> <br />7. That there are no other similar uses in the area. <br /> <br />8. That the proposed use mill not create a significant increase in traffic <br />flow in the area. <br /> <br />9. That the proposed use will not be dangerous or otherwise detrimental to <br />persons residing in the area, or to the public welfare, nor will the <br />proposed use substantially impair the use, enjoyment or value of any <br />property in the area. <br /> <br />10. That the Criteria for Approval are as follows: <br /> <br />a. That the operation of the proposed use will not be detrimental to or <br />endanger the public health, safety or general welfare and is not contrary <br />to the established standards, regulations or ordinances of other <br />governmental agencies; <br /> <br />b. That the proposed use viii not be unsightly, undesireable or obnoxious <br />in appearance and it viii not hinder the orderly and harmonious development <br />of the City or the R-1 Residential district; <br /> <br />c. That the proposed use viii not be injurious to the permitted uses nor <br />unduly restrict the enjoyment of other property in the immediate vicinity <br />nor substantially diminish and impair property values within the area; <br /> <br /> <br />
