Motion by Commissioner VanScoy, seconded by Commissioner Nosan, to recommend that City <br /> Council adopt Resolution #16-10-186 which identifies findings and approves a Comprehensive <br /> Plan Amendment to change the land use designation of the Subject Property from Rural <br /> Developing to Low Density Residential, and authorizing Staff to submit an application to the <br /> Metropolitan Council for an Amendment to the Comprehensive Plan. <br /> Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Nosan, Andrusko, <br /> Bauer, and Brauer. Voting No: None. Absent: None. <br /> 5.03: Public Hearing: Consider a Request for a Comprehensive Plan Amendment, Zoning <br /> Amendment, Preliminary Plat and Variances regarding Front Yard and Side <br /> Corner Setbacks, Cul-De-Sac Length, and Lot Depth Standards for a proposed <br /> development, Brookfield 81 Addition (Project #16-78); Case of Brookfield Land, <br /> LLC <br /> Public Hearing <br /> Chairperson Levine called the public hearing to order at 7:28 p.m. <br /> Presentation <br /> City Planner Anderson presented the staff report stating the purpose of this case is to review a <br /> development of a twenty-six (26) lot, single family residential subdivision, proposed <br /> by Brookfield Land LLC (the "Applicant"), on Outlot A, Brookfield 2nd Addition and PID 909- <br /> 32-25-44-0017 (together, the "Subject Property"). The site is generally located south of Trott <br /> Brook and west of Olivine Street. The Applicant has submitted an application for the following: <br /> Comprehensive Plan Amendment to reguide a portion of the Subject Property from <br /> Rural Developing to Low Density Residential, Request for Rezoning a portion of the Subject <br /> Property from R-1 Residential (Rural Developing) to R-1 Residential (MUSA), Preliminary Plat, <br /> and Variances to Cul-De-Sac Length, Front Yard and Side Corner Setbacks, and Lot Depth <br /> requirements. Staff reviewed the Planning Case in detail and recommended approval of the <br /> requests. <br /> Citizen Input <br /> Commissioner VanScoy stated in general he supported the requests. He asked how the property <br /> would be buffered. <br /> City Planner Anderson discussed with the Commission how the site would be buffered noting the <br /> wetland space around the property would create proper separation to the properties along 166th <br /> Avenue. <br /> Steve Bona, Capstone Homes, updated the Commission on the Brookfield 6th Addition project <br /> noting the last homes were being constructed. He explained the streets were recently paved for <br /> Planning Commission/October 6, 2016 <br /> Page 5 of 13 <br />
