Councilmember moved for its adoption: introduced the following resolution and RESOLUTION ~86- WHEREAS, the City of Kamsey approved the first phase of development in the Northfork P.U.D. subject to the developers of the project, North Fork, Inc., meeting the requirements of the Environmental Quality Board (EQB) before any further development of the property; and WHEREAS, in accordance with EQB guidelines, a scoping Environmental Assessment Worksheet on the master plan for the project was distributed to various agencies; and WHEREAS, on January 28, 1986, the Ramsey City Council adopted the scoping document identifying the issues and alternatives to be addressed in the Environmental Impact Statement (EIS); and WHEREAS, subsequent to approval of the scoping document, a notice of EIS preparation was published in the ~ in accordance with EQB guidelines; and WHEREAS, a draft EIS was prepared using the scoping document as a guide and the draft EIS was circulated to various agencies in accordance with EQB requirements; and WHEREAS, an informational meeting on the draft EIS was conducted on April 23, 1986 at the Ramsey Municipal Center, in accordance with EQB guidelines; and W~ERF2~S, comments received from various agencies were incorporated in the final EIS in accordance with EQB guidelines; and WHEREAS, the final EIS was presented to and reviewed by the City Council on June 24, 1986. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, A/~OKA COUNTY, MINNESOTA, as follows: 1. ~"nat the City of Ramsey finds that the EIS was prepared in a manner consistent with the EQB guidelines; 2. That the City of ILamsey finds that the EIS has addressed and contains a thorough analysis of the issues outlined in the scoping document; 3. That the City of Ramsey finds that the EIS contains responses to all comments received during the EIS review process; and 4. That the City of Ramsey determines that the final EIS for the Northfork P.U.D. project is adequate. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof:
