7721 171st Avenue Further Discussion: Council ~xpressed concern that, at some time, major equipment could possibly be obtained to expand the business beyond what is applied for in the conditional use permit. Case ~3.' ~eviev O[ Status For Mississi~nl River County/Re~ional Park: County Commissioner Haas addressed the Council concerning the proposed expansion of the Mississippi River County Park into a regional park facility. Commissioner ~aas felt that there had been both a lack of communication and misunderstanding among those involved with the project. She felt that part of the proble~ could lie with the fact that since the inception of the project, the City of Ramsey has had a turn over in staff and mayor. Commissioner Haas referred to the ltay 27, 1986 memorandum from Jack ltauritz, Parks and ~atural Resources Division of the Metropolitan Council, to David Torkildson, Director of the Anoka County Parks and Recreation Department. She further stated that it was never their intent to take all of the land and destroy regional property. Mr. Torkildson reviewed the various possibilities and considerations of the project, as well as the legal aspects. Councilme~ber Cox stated that after attenting the various meetings and listening to Commissioner Haas and Mr. Torkildson's discussion this event, he suggests that the City of Ramsey meet with planning people to wee what can be worked out as far as the Huseby property. The community would have to absorb the added costs of an additional park no matter who funds it. Councilmember Cox also expressed reservations about the wildlife on the Buseby property. Feeding of the wildlife would result in deer crossing Highway ~10 and thereby creating a hazard. Co~missione~ Haas reported that since the Ruseby property is a life estate situation, it is tied up very tight. Council discussed the possibility of the land on the other side of the river being developed. Commissioner Haas stated that they own the island, but the land opposite belongs to Hennepin County south of the river. Hr. Torkildson reported that the land has been considered as a potential site for a landfill, however, he didn't think that park users would be looking at the landfill. Notion by N_ayor Heit~an and seconded by Councilmember Schlueter to prepare a resolution to the County stating that further study of the proposed expansion of the Mississippi River County Park into a regional park facility is appropriate; that Ramsey City Staff and appropriate County and Park personnel should meet to address the concerns.
