Councilmember Cox pointed out the various park facilities in the ares at present and noted that this project would be takiv4~ prime residential tax base land out of the community. Councilmember Cox also felt that there should be an opportunity to provide a service road and that the County should pay for their share of sever service constructed on the property. Councilmember Cox stated that the County should be made aware that the City of Ramsay may vote negatively on the project. Notion carried. Request Pot Rezonin~ From UB Urban Business To UR Urban Residential: Case Of River's Bend Properties: Notion by Councilmember Reimauu and seconded by Councilmember Schlueter to approve the request by River's Bend Properties for rezoning from Urban Business to Urban Residential and to introduce Ordinance ~86o5 resorting the subject property. Case 4~ Request For Preliminary Plat Avnroval Of River's Bend Second Addition; Case Of River's Bend Properties: Motion by Councilmember Reimann and seconded by Councilmember Schlueter to approve the preliminary plat of River's Bend Second Addition with · variance to the width requirement for Lot 3, Block 1 and contingent upon the rezoning to UR Urban Residential of the subject property. Notion carried. Voting Yes: Hayor Heitman, Councilmembers $orteberg, Cox, Reimann and Schlueter. Voting No: None. ~ Storm Sewer Taxin~ Districts: Council expressed concern with double taxing those people who have already been taxed for storm sewers in the River's Bend properties. City Administrator Hartley reported that the area developers were informed that their areas would be responsible for further development of storm sewers in that area. It was further noted that there are approximately · half dozen other areas in the city that have been in · similar situation. City Administrator Hartley reported that the installation of · storm drainage system was a condition of the development of property. He further stated that districts should be established based on topography or the lay of the land and not on any previous development or political boundaries. The districts should be taxed uniformly.
