Councilmember Reimann <br />further stated that should the park become · reality, the users of the park <br />would create a need for additional services, such as police protection, etco <br />Nayor Heltman stated that the present city staff and council should assess the <br />information available before making a decision. Councilmember Cox pointed out <br />the various park facilities in the ares at present and noted that this project <br />would be takiv4~ prime residential tax base land out of the community. <br />Councilmember Cox also felt that there should be an opportunity to provide a <br />service road and that the County should pay for their share of sever service <br />constructed on the property. Councilmember Cox stated that the County should <br />be made aware that the City of Ramsay may vote negatively on the project. <br /> <br />Notion carried. Voting No: None. <br /> <br />Case 4~ Request For Preliminary Plat Avnroval Of River's Bend Second <br /> Addition; Case Of River's Bend Properties: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />approve the preliminary plat of River's Bend Second Addition with · variance to <br />the width requirement for Lot 3, Block 1 and contingent upon the rezoning to UR <br />Urban Residential of the subject property. <br /> <br />Notion carried. Voting Yes: Hayor Heitman, Councilmembers $orteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />~ Storm Sewer Taxin~ Districts: <br /> <br />Council expressed concern with double taxing those people who have already been <br />taxed for storm sewers in the River's Bend properties. <br /> <br />City Administrator Hartley reported that the area developers were informed that <br />their areas would be responsible for further development of storm sewers in <br />that area. <br /> <br />It was further noted that there are approximately · half dozen other areas in <br />the city that have been in · similar situation. City Administrator Hartley <br />reported that the installation of · storm drainage system was a condition of <br />the development of property. He further stated that districts should be <br />established based on topography or the lay of the land and not on any previous <br />development or political boundaries.
