DRAFT <br /> <br />August 25, 1986 <br /> <br />Ms. Sandra Cardebring, Chair <br />Metropolitan Council <br />300 Metro Square Building <br />7th and Robert Streets <br />St. Paul, MN 55101 <br /> <br />RE: Certificate of Need Process for Vertical Expansion Request <br /> Anoka Landfill <br /> <br />Dear Ms. Gardebring: <br /> <br />This letter expresses the City's concerns about the Metropolitan <br />Council's actions regarding the certificate of need application <br />for expansion of the existing Anoka Landfill in Ramsey. The City <br />has specific concerns relating to the objectivity and <br />completeness of the Metropolitan Council's staff report, the <br />timeliness of Metropolitan Council's deliberations, and whether <br />it is appropriate to hold a public hearing on October 8th on this <br />mat ter. <br /> <br />The determination of need specifically must address whether there <br />is a need for additional regional system capacity which can only <br />be reasonably and prudently provided by expansion of the Anoka <br />Landfill. The arguments presented in the Metropolitan Council's <br />staff report, however, provide a biased view towards permitting <br />expansion of this facility by portraying bleak scenarios, a <br />"crisis" situation of the regional system, and an incomplete <br />review of reasonable alternative solutions. <br /> <br />As you also may be aware, the Minnesota Pollution Control Agency <br />(MPCA) is conducting a remedial investigation of the site <br />possibly to be followed by a feasibility study for dealing with <br />leachate contamination of groundwater near the site. We would <br />suggest that their findings should aid the Metropolitan Council <br />in their deliberations as to whether expansion of this facility <br />is the only reasonable and prudent alternative within the <br />system. <br /> <br />As it now appears, Metropolitan Council's staff report supports <br />Waste Management's preconceived design solution to a serious <br /> <br /> <br />
