problem (landfill expansion) before the remedial investigation is <br />complete. Since the HPCA's policy is to not review any expansion <br />plans until after the remedial investigation and feasibility <br />study are complete, no urgency is apparent for a CO1/ decision to <br />be made by the Metropolitan Council at this time. We believe <br />that any getropolitan Council action on the application should be <br />deferred until the Metropolitan Council has the benefit of I/PCA's <br />findings for this site. <br /> <br />We also believe that a more thorough review should be undertaken <br />by Metropolitan Council staff of the region's landfill capacity, <br />schedule for new generation landfills, and alternatives to the <br />proposed action than that presented. We therefore believe that <br />it is inappropriate to hold a public hearing on October 8th when <br />the technical aspects have not yet been fully developed. <br /> <br />The application for a certificate of need for the vertical <br />expansion is not presently an urgent situation; there is time for <br />a more thorough and thoughtful analysis of the application which <br />can include the MPCA findings, a more complete analysis of the <br />need, and specific alternatives.
