Paul Johnson constructed and redirected a drainage ditch through his <br />property at 16520 Germanium Street NW. The outlet for the drainage ditch is <br />into the Rum River. Hr. Johnson made this improvement on his own to the <br />specifications of the City. However, the City did not require that this work <br />be completed. Mr. Johnson is now requesting financial consideration for this <br />work. To date, the City has expended some funds for e~ineering to ensure that <br />the work was done properly. The City viii incur certain costa (between $500 <br />and $800 total) in surveying the new drainage ditch easement and in vacating <br />the old drainage ditch easement. <br /> <br />In addition, Hr. Johnson requested that the Park and Recreation Commission <br />consider acquiring the western portion of his property to be developed into a <br />neighborhood park. The Commission reviewed this request on August 14, 1986 and <br />determined that they did not need a neighborhood park in that area. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Letter from Hr. Johnson dated June 26, 1986 <br />b) Site location map <br />c) Survey of Hr. Johnson's lot showing existing and realigned ditch <br /> <br />Observations: <br /> <br />As the City did not require the rerouting of the drainage ditch and will incur <br />expenses in the surveying of the new drainage ditch and vacation of the old <br />drainage ditch, Staff recommends that the Council not reimburse Hr. Johnson for <br />his work on the ditch. However, as the new ditch improved drainage in the <br />area, Hr. Johnson should not be charged for the engineering and legal costs. <br /> <br />Recommendation: <br /> <br />Counc il A~tion: <br /> <br />Notion to: <br />Deny Hr.
