Motion by Councilmember Elvig, second by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee and to authorize the hiring of LSA Design for <br />completing the services necessary to complete the Phase I parking structure adjacent to the City <br />Hall building within the Core area of Ramsey Town Center addition for an amount not to exceed <br />$659,850. <br /> <br />Further Discussion: Councilmember Zimmerman asked if the amount that would be received <br />fi'om the Federal Transit Administration will need to be segregated. Assistant Public Works <br />Director Olson replied a project memo has been put together for updating the Federal Transit <br />Administration, and they will be well aware of any changes that are made to the project. There <br />has been verbal indication that there is a good chance the City could receive more than the <br />$416,000. This is not in writing, but staff expects to see something relatively soon. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />3) Shortage on Water Billing <br /> <br />Councihnember Elvig reported the Finance Committee discussed the shortage on the water <br />billing. City Administrator Norman will get this process moving. <br /> <br />Mayor Gamec indicated Larry Peterson contacted him regarding this issue. <br /> <br />City Administrator Norman replied he will contact Mr. Peterson tomorrow. <br /> <br />4) Language regarding Park Funds <br /> <br />Councilmember Elvig reported the Finance Committee directed Finance Officer Lund to add an <br />agenda item to an upcoming Finance Committee meeting relating to the language for the Park <br />Fund. <br /> <br />Case #5: <br /> <br />Consideration of Purchase of 160th Lane through the Kaas/Dusbabek <br />Properties <br /> <br />Assistant Community Development Director Trudgeon reviewed that the time of the plat <br />approval for Trappers Ridge, the City granted permission for Mr. Bauer to construct a private <br />driveway in what was believed to be the public right-of-way of 160th Lane NW. Staff allowed <br />Mr. Bauer to remove trees for the driveway in January in preparation for construction of a house <br />on the new lot. After the removal of trees, it was determined that when the land to the east of the <br />Bauer property was subdivided in 1964, 160th Lane was not dedicated as a public road. It was <br />found that although an easement for road purpose was created there was no indication that the <br />easement was dedicated to the City. Staff has received both appraisals of the Dusbabek and Kaas <br />properties as directed by the Council. At this point a decision needs to be made on how to settle <br />this matter. Mr. Bauer and the Dusbabeks have requested a quick resolution. Mr. Bauer needs a <br />decision by August 1st.
