Case/ti 7: <br /> <br />Request for Preliminary Site Plan Review of Town Center 3rd Addition, <br />Coborn's Grocery; Case of Ramdance LLC <br /> <br />Community Development Director Frolik indicated Ramdance LLC has submitted a site plan for <br />approval for the development of a Cobom's grocery store on Outlet I of Ramsey Town Center, <br />proposed to be replatted as Ramsey Town Center 3rd Addition. The proposed grocery store <br />includes three ancillary uses of fuel amenity, car wash, and pharmacy drive-up window. The first <br />phase of thc development of Lot 1 includes the grocery store, a comer retail building in the <br />northeast comer of the site, and another commercial building in the northwest comer of the site. <br />The site plans for the grocery store and each of the retail buildings are being processed as three <br />separate cases. <br /> <br />Community Development Director Frolik explained City Code states that there shall not be more <br />than one main building on a lot. There are ultimately four structures planned for Lot 1. Per the <br />discussion of the Planning Commission July 12, the applicants have applied for a variance to the <br />multiple building restriction. The variance request is scheduled for the August 5 Board of <br />Adjustment meeting. The TC-2 District establishes a .5 floor area ratio. Lot 1 is 391,410 square <br />feet in area; the minimum floor area ratio is 195,705; the total area of all buildings planned for <br />Lot 1 is 93,207 square feet. The plan is 102,449 square feet deficient of the .5 ratio. The intent <br />of the TC-2 District is to accommodate large scale retail buildings that will most certainly require <br />greater amounts of surface parking. Per the discussion of the Planning Commission on July 12, <br />the applicants have applied for a variance to the floor area ratio in the TC-2 District. The <br />variance request is scheduled for the August 5, Board of Adjustment meeting. On July 12, the <br />Board of Adjustment approved the applicant's request for a variance to the front yard setback <br />requirement. There are a sufficient number of parking spaces. <br /> <br />Community Development Director Frolik reviewed that the sketch plan approved by the City <br />Council on May 11, 2004, showed one access on the south side of Sunwood Drive, west of <br />Zeolite Street and said access aligned with the proposed access on the north side of Sunwood <br />Drive. The Interim Streetscape Plan prepared by URS and dated July 7, 2004, shows two <br />accesses on the south side of Sunwood Drive and the westerly access is offset approximately 65 <br />feet fi'om the access on the north side of Sunwood Drive. At the July 12, 2004, Planning <br />Commission meeting, this matter was discussed and it was determined that the access on the <br />north side of Sunwood Drive will be adjusted to align with the southern access. The second <br />Sunwood Drive access shown on the site plan deviates from what was shown on the approved <br />sketch plan. The proposed second access is shown to be a right-in/right-out access. At their July <br />12, 2004 meeting, the Planning Commission reviewed the proposed access and found it <br />acceptable due to traffic circulation needs. This second access onto Sunwood Drive will need to <br />be approved by the City Council. If for some reason MnDOT will not allow an amendment to <br />the construction of a second access onto Sunwood Drive, the applicant will be able to come back <br />to the City to discuss the need for another access along Zeolite Street. She explained the <br />approved sketch plan showed a public access to Zeolite Street and a track access to the grocery <br />store loading clock in the southeast comer of the site. The plans now show an additional public <br />access on Zeolite Street, adjacent to the truck access. As directed by the Planning Commission, <br />this second access on Zeolite Street must be eliminated from the plan for public safety reasons <br /> <br />City Council/July 27, 2004 <br />Page 29 of 35 <br /> <br /> <br />
