Councihnember Cook commented they do not want to get in the situation where there are not <br />enough accesses. He noted his wife will not go to certain grocery stores because of poor <br />ingress/egress. <br /> <br />Motion by Councilmember Cook, second by Councilmember Elvig, to approve the preliminary <br />site plan for the Cobom's grocery store in the proposed plat of Ramsey Town Center 3rd Addition <br />contingent upon the following: a) Compliance with City Staff Review Letter dated July 9, 2004, <br />Revised July 23, 2004; b) obtaining a variance to the floor area ratio requirements on the <br />proposed Lot 1, Ramsey Town Center 3rd Addition; c) obtaining a variance to the restriction of <br />multiple main buildings on a lot. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #18: <br /> <br />Request for Preliminary Site Plan Review of Town Center 3~a Addition, <br />Corner Retail Building; Case of Ramdance LLC <br /> <br />Community Development Director Frolik indicated the site plan for the comer retail building of <br />Town Center 3''~ Addition generally conforms to the Town Center Development Guidelines. <br />There are no public parks identified for this sub-district and small group sitting areas and a <br />mixture of plantings and pavement are encouraged. The north and east elevations of the retail <br />building include foundation plantings and pedestrian benches. This is a very desirable feature <br />and should be carried through to the interior side of the building that faces the parking lot, where <br />there is more potential for pedestrian traffic. The building includes the same mix of architecture <br />as the Coborns building. The guidelines recommend that 35 percent of ground level street front <br />facades be glass openings. The amount of glazing on the north wall (Sunwood Drive side) and <br />the east wall (Zeolite Street side) is 35 percent and 21 percent, respectively. The final site plan <br />should increase the glass openings on the Zeolite Street side to meet the 35 percent requirement. <br />Staff and the Planning Commission recommend approval of the preliminary site plan contingent <br />upon compliance with the City Staff Review Letter and the July 12 discussion of the Planning <br />Commission. <br /> <br />Councilmember Cool( commended the developer on the diagrams they presented. <br /> <br />Motion by Councilmember Elvig, second by Councilmember Kurak, to approve the preliminary <br />site plan for the corner retail building in the proposed plat of Ramsey Town Center 3rd Addition <br />contingent upon the following: a) Compliance with City Staff Review Letter dated July 9, 2004, <br />except that there lnay be adjustments to the placement of the additional 39 trees required in the <br />Landscape Plan, as well as possible phasing of plant installation; b) obtaining a variance to the <br />floor area ratio requirements on the proposed Lot 1, Ramsey Town Center 3~a Addition; c) <br />obtaining a variance to the restriction of multiple main buildings on a lot; d) approval of the <br />easterly right-in/right-out access onto Sunwood Drive N.W. and elimination of the public access <br />proposed at the corner of Zeolite and Civic Center Drive. <br /> <br />City Council/July 27, 2004 <br />Page 32 of 35 <br /> <br /> <br />
