Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Pearson, Strommen, and Zimmerman. Voting No: None. Case #19: Request for Preliminary Site Plan Review of Town Center 3rd Addition, Northwest Retail Building; Case of Ramdance LLC Community Development Director Frolik indicated this site plan review is for Town Center 3rd Addition, Northwest Retail Building. The site plan for the retail building generally conforms to the Town Center Development Guidelines. The architecture is similar to the main building. She noted the original site plan application reviewed by the Planning Commission on July 12 was for the Cobom's Grocery Store and the northeast comer retail building. At that July 12 meeting, it was requested that the site plan approval include the addition of this northwest comer retail building. It was determined that because all of the buildings on Lot 1 share the same drainage, parking, landscaping issues, the site plan for the third building could be forwarded to City Council on July 27, provided the building elevations were submitted to staff for review. Additionally, the Council approval will be contingent upon a favorable review of the building elevations on August 5, by the Planning Commission. Councilmcn~ber Strommen suggested the look of the signs be considered, and that they may want them to include the name of the businesses. She commented signs that only include the type of the busi ness, rather than the name of the business are rather generic looking. Councilmcmber Elvig asked if this will include the bench seating in the front. Assistant Community Development Director Tmdgeon responded in the affirmative and explai ned staff is recommending the seats be carried through the parking lot side. Motion by Councilmember Elvig, second by Councilmember Cook, to approve the preliminary site plan for the northwest retail building in the proposed plat of Ramsey Town Center 3rd Addition contingent upon the following: a) compliance with City Staff Review Letter dated July 22, 2004, except that there may be adjustments to the placements of the 39 trees required in the Landscape Plan, as well as possible phasing of plant installation; b) obtaining a variance to the floor area ratio requirements on the proposed Lot 1, Ramsey Town Center 3rd Addition; c) obtaining a variance to the restriction of multiple main buildings on a lot; d) approval of the easterly right~in/right-out access onto Sunwood Drive NW; e) elimination of the public access proposed at tim corner of Zeolite and Civic Center Drive; f) a satisfactory recommendation from the Planning Connnission on August 5 regarding the building elevations. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson, Strommen, and Zimmerman. Voting No: None.
