City Administrator Nmnnan reviewed that the City Council adopted the Official Map for the future Highway 10 corridor in April. The adoption of the Highway 10 Official Map allows the City to begin preserving land within the future corridor by accessing Right-of-way Acquisition Loan Fund (RALF) administered by the Metropolitan Council. As there will be many requests to utilize the RALF funds presently and in the future, staff is bringing forward a blanket resolution for Council consideration. The resolution will allow the City to submit loan applications to the Metropolitan Council for the purchase of properties within the Highway 10 corridor. Councihnember Kurak requested that the Council be informed in a worksession or in the weekly update when staff begins working with property owners. Counci hnember Elvig asked if Ralf funds would work with the trailer park complex. City Administrator Norman responded in the affirmative. Motion by Councilmember Cook, second by Councilmember Elvig, to adopt Resolution #04-07- 196 authorizing the loan application and purchase of properties under the RALF program. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, Strommen, and Zimmerman. Voting No: None. MAYOR AND COUNCIL INPUT I) Council Updates Mayor Gamcc made the following announcements: · The Anoka County elected officials meeting ;vill be on July 28th with a barbeque prior to the meeting, starting at 5:00 p.m. · The EDA Golf Tournament will be August 17th. · The City will not be receiving any local government aid, due to the government's interpretation that was made of the ruling. · It is likely that there will not be a special session, which will affect Northstar. There will be a meeting with a delegation of Anoka County in regards to holding the funding for Northstar in place. · f-lc has been meeting with the people on the Rum River in regards to the No Wake Ordinance, and he is working with the Water Patrol. There is getting to be a lot of erosion. If the Council does not have any objections he will put an ordinance together to be sure Anoka, Andover and Ramsey are in conjunction. He will be meeting with the residents again and will inform them. Councihnember Pearson indicated residents should pay attention to the speed wagons when they see them. The wagons are placed in areas where there are known problems. A lot of people walk on the streets and kids use it for rollerblades and bicycles. City Council/July 27, 2004 Page 34 of 35
