1. Legislative lobbying. Utilities for residential develo~ent around landfill. 10.123 The LAC shall consist of nine (9) voting members who shall be appointed by the City Council and may be re~oved by a majority vote of the Council. Of the members of the commission first appointed, three (3) shall be appointed for the term of one (1) year, three (3) for the term of two (2) years, and three (3) for the term of three (3) years. Their successors shall be appointed for terms of three years. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. Vacancies during the ter~ shall be filled by the Council for the unexpired portion of the term. Every appointed member shall, before entering upon the discharge of his duties, take an oath that he will faithfully discharge the duties of his office. Ail me~bers shall set-va without compensation. Commission members may be reimbursed for their necessary expenses incurred as a result of being a coumission member. gembers should have an interest in the City of ILa~sey and surrounding area and at least two-thirds (2/3) of its members shall be residents of the City of ILmnsey. 10.124 ORGANIZATION. I'[E'L~TING · The City Council shall appoint the commission's first chairman for a one year term. After said first year, the comnission shall elect a chairman from among its appointed members for a term of one year and each year thereafter. The commission shall elect at its first meeting a vice chairman for a term of one year and each year thereafter. The commission may create and fill such other offices as it ~ay determine and create subcommittees as it deems necessary to accomplish its purpose. The conmission shall hold at least one regular meeting each month at a time and place as agreed upon by its members. It shall follov Robert's Rules of Order as revised, 2nd edition, for the transaction of business and shall keep a record of its resolutions, transactions, and findings, which record shall be a public record. Said record shall be transmitted to the City for its review on a monthly basis. On or before January first of each year, the commission shall submit to the City Council a report of its work during the preceding year. Expenditures of the commission shall be within amounts appropriated for the prupose by the City Council.
