~ ~linutas CASE <br /> <br /> CASE OF KB., KEN JOHRS01q <br />By: Anne Norris, Co~unity Development Director <br /> <br />~ackground: <br /> <br />Mr. Ken Johnson is requesting preliminary plat approval of the 20 acres located <br />north of the Autumn Heights subdivision off of Nutria Street lB4. The parcel is <br />located in the R-1 Residential District. The proposed plat consists of eight <br />single family residential lots. The average lot size is 2-1/2 acres. <br /> <br />Mr. Johnson is proposing to extend Nutria Street KW from the existing temporary <br />cul-de-sac in Autumn Beights up to the road easement running along the north <br />boundary of the plat to provide access to the plat. In addition, Mr. Johnson <br />is providing a 33 foot easement along the northern boundary of the plat for a <br />future roadway. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Site location map <br />b) Revised proposed preliminary plat <br />c) Revised proposed drainage plan <br />d) City Engineer's letter dated August 28, 1986 <br />e) Petition from residents opposed to Mr, Johnson's request <br /> <br />Observations: <br /> <br />The Planning and Zoning Commission conducted a public hearing on Mr. Johnson's <br />request on July 8, 1986. Several of Hr, Johnson's neighbors expressed concerns <br />with the increased traffic the proposed plat would create in the existing <br />neighborhood. On September 2, 1986, the Planning and Zoning Commission <br />recommended approval of the preliminary plat of Antumn Meadows contingent upon <br />the provision of a temporary cul-de-sac at the end of Nutria Street NW and with <br />a variance for the length of the temporary cul-de-sac. <br /> <br />The Park and Recreation Commission reviewed Mr. Johnson's proposed plat on <br />August 14, 1986 and recommended that the City require a park fee to satisfy the <br />park dedication requirements as the Commission determined that if the existing <br />park in A~tumn Heights were expanded, it would be from County Road $83 rather <br />than from Mr. Johnson's property. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve of the request for preliminary plat approval by Mr. Ken Johnson. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />i <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Park and Recreation Commission X <br />Planning and Zoning Commission X <br /> <br /> <br />
