By: <br /> <br />DISCUSSION RECARDINC DBNSITY ~ESOLUTION <br /> Community Development Director Anne Norris <br /> <br />CASE ~5: <br /> <br />Background: <br /> <br />As you knov, the Metropolitan Council recommends a rural residential density of <br />one (1) residential unit for every ten acres. As you recall, in early 1985 the <br />Planning Commission drafted a resolution regarding the interpretation and <br />enforcement of this density standard in the rural area of the City. According <br />to this resolution, density (of 1 residential unit per 10 acres) was calculated <br />based on the total open space remaining in the City's rural area. The City <br />Council adopted this resolution and the resolution was forwarded to the <br />Metropolitan Council for their review and comment. Staff never received any <br />comment from Metropolitan Council and assumed that the policy was in keeping <br />with Metropolitan Council's intent for rural residential densities. <br /> <br />However, during the environmental impact statement process for the Northfork <br />P.U.D., Metropolitan Council commented that they did not approve the City's <br />resolution regarding rural density and that the policy was not in keeping with <br />the intent of the Metropolitan Council's density guidelines. At that time, <br />staff assured Metropolitan Council that it would rework the City's density <br />policy and draft a new resolution that would reflect a policy more in keeping <br />with the intent of Metropolitan Council's rural density guidelines. I met with <br />Metropolitan Council staff to review their policy and to question strict <br />interpretation of the policy in Ramsey as the City's existing rural residential <br />density exceeds the recommended 1 unit per 10 acres. <br /> <br />Based on suggestions from Metropolitan Council staff, the revised resolution <br />breaks the City into three areas: the designated Urban Area; the rural area <br />beyond the Urban Area boundary but within the Metropolitan Waste Control <br />Commission District No. 3 boundary; and the rural area of the City beyond the <br />Waste Control Commission District No. 3 boundary (a map showing these areas <br />will be available at the meeting). The resolution suggests that the existing <br />densities in the two rural areas be used as standards and that those standards <br />be applied to any future development in the remaining rural open areas to <br />calculate the density of that development. <br /> <br />For your information, enclosed is a draft of this resolution. <br /> <br />Recommendation: <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend approval of Resolution ~86-XXX. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer X <br />Community Development Director 'X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Metropolitan Council Staff <br /> <br />X <br /> <br /> <br />
