~SOLWION <br /> <br /> ~ERI~S, the Netropolitan Council is a regional planning agency and as <br />such, encourages orderly development in metropolitan area suburban communities <br />by recommending growth only in designated urban service areas; and <br /> <br /> I~HEREAS, certain metropolitan area suburban communities have both <br />designated urban service and rural areas as defined by the ltetropolitan <br />Council; and <br /> <br /> VI~RIt~, the Ketropolitan Council recommends.that the rural character of <br />designated rural areas be protected and preserved by restrictin~ development in <br />those areasl and <br /> <br /> I~t~REAS, the ~etropolitan Council has designated specific areas as urban <br />service areas which shall be served by the Netropolitan Waste Control <br />Commission and therefore discourages urban development in those areas <br />designated as rural areas; and <br /> <br /> lflll~HA~, in order to preserve the rural character and avoid the need for <br />the unnecessary and/or premature extension of regional services such as <br />sanitary sewer in designated rural areas, the Hetropolitan Council recommends <br />that development of open land in designated rural areas be limited to a maximum <br />rural residential density not to exceed one rural residential unit for each ten <br />acres, based on 40 acre parcels; and <br /> <br /> ~II~RI~AS, approximately 14,560 acres of Ramsey lies outside the designated <br />Urban Service Area and is considered a designated rural area by the <br />Hetropolitan Council; and <br /> <br /> h'H~.~, approximately 8,409 acres of Ramsey lie outside the designated <br />Urban Service Area but within the Hetropolitan Waste Control Commission <br />District l/o. 3 boundary; and <br /> <br /> I~II~RI~S, the remainder of the City outside the designated Urban Service <br />Area and Netropolitan Waste Control Commission District No. 3 boundary contains <br />approximately 6,151 acres and is designated as a rural area in the City's 1990 <br />Comprehensive Plan; and <br /> <br /> I/I~REAS, the existing rural residential density of that part of Ramsey <br />outside the designated Urban Service Area and within the Hetropolitan Waste <br />Control Commission District No. 3 boundary including planned unit developments <br />and plats in the designated ~ural area which have received preliminary approval <br />by the Ramsey City Council is approximately one rural residential unit for each <br />3.63 acres; and <br /> <br /> IfllEREAS, the existing rural residential density of that part of Ramsey <br />outside the Netropolitan Waste Control Commission District t3 boundary <br />excludin~ planned unit development and plats in the designated rural area which <br />have received preliminary approval from the Ramsey City Council is <br />approximately one rural residential unit for each 5°49 acres; and <br /> <br /> <br />
