b~EREA~, due to existing development and de~sity levels in its rural area, <br />the City of Ramsey finds that strict interpretation of the Netropolitan <br />Council's rural residential density standard for remaining open land in the <br />rural area is not realistic; and <br /> <br /> ~'IlERK~, in order to protect certain lands and control the demand on and <br />for certain regional services and to maintain the rural character of the <br />designated rural area, the City finds that controlliu~ development in the rural <br />area is desireable; and <br /> <br /> WHER~ASj the City finds that it is desireable to use the existing <br />densities as standards for development of remaining open spaces in those <br />designated rural areas in order to preserve the rural character of those areas <br />and to encourage development in the City's designated urban service area. <br /> <br />NO~ THERI~O~, BE IT ~80LVED }¥ THE CITY COUNCIL OF T~E CITY OF ~AI~SEY, ANOVA <br />COUNTY, STATH OF MII~ESOTAj as follows= <br /> <br />1. That the City of ~amsey shall administer its rural residential density <br /> as follows: <br /> <br />a. The remaining undeveloped area located in that part of the City <br />outside of the City*s designated Urban Service Area and inside the <br />Hetropolitan Waste Control Commission District No. 3 boundary <br />including any planned unit developments or plats in the designated <br />rural area which have received preliminary approval by the Ramsey City <br />Council shall be limited to development at a density not to exceed one <br />unit in 4 acres. <br /> <br />b. The remaining undeveloped area located in that part of the City <br />outside of the Hetropolitan l~aste Control Commission District No. 3 <br />boundary excluding those planned unit developments and plats which <br />have received preliminary approval by the Ramsey City Council shall be <br />limited to development at a density not to exceed one unit in 5 acres. <br /> <br />That in the designated rural area, the City shall vigorously enforce <br />the minimum of lot size of 2.5 acres. <br /> <br />That in the designated rural area, the City shall follow the Hinnesota <br />Pollution Control Agency guidelines for the placement and maintenance <br />of on-site sewage disposal systems. <br /> <br />That in the designated rural area, the City shall allow subdivisions <br />only where there are suitable soils for on-site sewage disposal <br />systems. Subdivisions shall also be permitted only where on-site <br />sewage disposal systems may be located above high water table <br />elevations · <br /> <br />That clustering in rural area developments shall be permitted; <br />however, the average lot size aha11 be 2.5 acres and the overall <br />density of the development shall not exceed the density specified for <br />that area in Section 1 above. <br /> <br /> <br />
