On November 25, 1986, the City Council directed Mr. Root to deposit an <br />escrow for the paving of his driveway and parking area at 14700 Nowthen <br />Boulevard N.W. by January 1, 1987. In addition, Council specified that the <br />paving (blacktop or concrete) shall be completed by June 1, 1987. <br /> <br />2. On November 25, 1986, the City Council denied a conditional use permit <br />requested by Dale Wirz for the operation of retail sales from his nursery <br />operation at 17201 Mt. Francis Boulevard N.W. <br /> <br />3. On November 25, 1986, the City Council denied a conditional use permit <br />requested by Steve Simons to operate an automobile sales lot in the I-1 <br />Industrial district at 7205-7210 Highway 10 N.W. <br /> <br />4. On November 25, 1986, the City Council granted final plat approval to <br />Northfork Second Addition, including the dedication of 35 acres for park use <br />and future park development. <br /> <br />5. On November 25, 1986, the City Council granted final plat approval to <br />Stanhope River Hills, including the dedication of an outlot on the river for <br />park use and future park development. <br /> <br />6. On November 25, 1986, the City Council approved a request for metes and <br />bounds subdivision by Mr. Jim Peterson and requested a 33 foot easement along <br />the southern boundary of the parcel to provide future access to the property to <br />the east. In addition, Council limited access to the parcels as Variolite <br />Street is an MSA street. <br /> <br />7. On November 25, 1986, the City Council granted a variance to Mr. Lowell <br />Yasseur to the street frontage requirements for the forty acre parcel at <br />Variolite Street N.W. and 155th Avenue N.W. <br /> <br />8. On November 25, 1986, the City Council adopted the Building Official's memo <br />dated October 7, 1986 regarding certificates of survey. For your information, <br />enclosed is a copy of this memo. <br /> <br />9. On November 25, 1986, the City Council appointed Roy Shumway to a three <br />year term on the Park and Recreation Commission. <br /> <br />I0. At the joint Planning Commission, Economic Development Commission and City <br />Council meeting, staff and Councilmember Cox were directed to draft a <br />development agreement for Plants & Things, based on the letter from Mr. Hickman <br />dated August 30, 1986 outlining when Mr. Hickman would address the parking <br />problems and exterior finish of the recent accessory structure. <br /> <br />11. On November 25, 1986, the City Council authorized Hakanson Anderson <br />Associates, Inc. to proceed with zoning in accordance with MSA 360.063 Subd. 1. <br /> <br /> <br />
