used for besides snow removal7 <br /> <br />Councilmember Cox stated that Ramsey follows the same guidelines for <br />sealcoating as Minneapolis and other cities do; they don't do it every 2-3 <br />years. <br /> <br />Mr. Raatikka presented a graph depicting blacktop wear and stated that timing <br />is up to the City; Univeristy of Minnesota reports that good blacktopping will <br />not require sealcoating for 5-7 years. Ramsey chose to follow the <br />guidelines so as not to impose sealcoating assessments so soon after street <br />construction assessment~. <br /> <br />Councilmember Cox stated that if the City did sealcoating through ad valorem <br />taxes, the people living on unpaved roads would be paying for something that <br />does not benefit them. When all streets in Ramsey are blacktopped, Council may <br />consider doing sealcoating with general tax funds. It would then be necessary <br />to increase the City's budget to allow for sealcoating. <br /> <br />Mr. Mox - If sealcoating comes out of general taxes in the future, that will <br />mean he is out $166 because he had to pay for it this time. <br /> <br />Councilmember Cox stated that the majority of the people in Sports Haven wanted <br />the blacktopped streets; they are benefitting by those improvements and are now <br />paying to maintain what they invested in. <br /> <br />Mr. Mox - Stated that the City said they will maintain it without additional <br />costs to the property ownerz. <br /> <br />Councilmember Cox stated that whoever made that statement was not in an <br />authoritative position; it has never been the City's policy to pay for <br />sealcoating and the City has been sealcoating zince 1951. <br /> <br />Councilmember Reimann stated that taxes go for znowplowing and sanding, <br />police protection, contract to have Anoka Fire Department on call for Ramzey, <br />parks, pre-sealcoating street maintenance, street patching and crack filling, <br />city government to run the city, etc. Fifty-eight percent of the taxes paid go <br />to the school district. <br /> <br />Mr. Hartley stated that 14% of the property taxez paid come back to the <br />community. <br /> <br />Councilmember Cox also atated that the school districts gets 60% of the real <br />estate taxes paid; the city gets 14%; and the balance goes to the County with a <br />small amount going to the Metro Council. <br /> <br />John Clark - 9320 176th - Inquired if it is possibility that the people who <br />paid for their own street construction and sealcoating will get burned if in <br />the future the sealcoating costs come out of the general fund. <br /> <br />Councilmember Cox stated that if sealcoating comes out of the general fund, the <br />whole city would not be sealcoated right away; the same time frame for <br />sealcoating would be followed. <br /> <br />September 15, 1986 <br /> <br />Page 2 of 3 <br /> <br /> <br />
