Mr. Hartley stated that in the meantime, those paying sealcoating assessments <br />are protecting their investment. <br /> <br />Mr, gox - Stated he doesn't agree that aealcoating isn't considered <br />maintenance. <br /> <br />Councilmember Cox replied that sealcoating is maintenance, but not a <br />maintenance item that was agreed to be paid by the City. <br /> <br />Mr. Raatikka noted that new developers are being required to provide an escrow <br />to have streets sealcoated within 3 years of construction. Developers are <br />required to construct streets in the area they are developing according to City <br />specs. <br /> <br />Mr. Mo× - Inquired who pays for aealcoating the street stub in hi8 <br />neighborhood. <br /> <br />Councilmember Cox replied that the total cost of the project is divided equally <br />among the number of building sites within the neighborhood. <br /> <br />Dan Christensen - Inquired how much of an assessment is imposed when the <br />property abuts a sealcoated street but accesses Cry. Rd. ~83. <br /> <br />Mr. Raatikka replied that those situations receive 1/2 assessment. <br /> <br />Mr. Christensen - Stated that the property is not built on yet but plans are <br />to access Cty. Rd. ~83. <br /> <br />Mr. Raatikka replied that for safety reasons, accesses onto County roads are <br />restricted; the property will have to access onto a side street; it will then <br />be eligible for a full assessment. If the property had already been developed <br />and it did access Cry. Rd. ~83, it would be assessed as a 1/2 unit. <br /> <br />Earl Leaf - 7731 164th Lane - Was present and made no comments. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox and Schlueter. <br />Voting No: None.
