The above Table II does not include lateral benefit for <br />watermain. At the time a property connects to a trunk <br />watermain, the appropriate lateral benefit will be charged to <br />the property. <br /> <br />In projecting the estimated costs of construction, data from <br />projects constructed in the metropolitan area over the last <br />several years and a working knowledge of the construction <br />activity in the area were used. These costs are expressed in <br />current dollars based on the Engineering News Record (ENR) <br />Construction Cost Index of 4406 for September 26, 1986. This <br />index is adjusted weekly to reflect changes in labor and <br />materials and can be used to adjust the estimated costs. <br /> <br />VI. <br /> <br />FINANCING <br /> <br />It is proposed to finance the sanitary sewer, and watermain <br />using a combination of assessments and tax increment financing. <br />By using tax increment financing, the City may be able to grant <br />deferments to areas which may not develop in the near future or <br />allow for a reduction in the assessment.
