The above Table II does not include lateral benefit for
watermain. At the time a property connects to a trunk
watermain, the appropriate lateral benefit will be charged to
the property.

In projecting the estimated costs of construction, data from
projects constructed in the metropolitan area over the last
several years and a working knowledge of the construction
activity in the area were used. These costs are expressed in
current dollars based on the Engineering News Record (ENR)
Construction Cost Index of 4406 for September 26, 1986. This
index is adjusted weekly to reflect changes in labor and
materials and can be used to adjust the estimated costs.

VI.

FINANCING

It is proposed to finance the sanitary sewer, and watermain
using a combination of assessments and tax increment financing.
By using tax increment financing, the City may be able to grant
deferments to areas which may not develop in the near future or
allow for a reduction in the assessment. A policy should be
established to treat all landowners equally.

10
