I've <br />also reviewed the preliminary street profiles and preliminary plat, as revised, <br />received on August 19, 1986. Based on this review, I have the following comments: <br /> <br />The plat is entirely within the Rum River Scenic land use district, entailing <br />a number of zoning standards as prescribed by the City's Scenic River <br />Ordinance (#81-4). <br /> <br />The proposed location of Oneida Street and 153rd Lane NW will involve work at <br />and beyond the bluff line. Specifically, the corner of these two streets <br />should be relocated or a curve be designed so that the edge of the disturbed <br />area is no less than 30 feet from the bluff line. ("Disturbed area" means <br />road surface and adjoining shoulders, ditches, etc. where vegetation removal <br />and grading will occur.) The street profile accentuates the severity of the <br />slope at this location. Additionally, the proposed stormsewer poses several <br />potential problems. The outfall will be on the floodplain with no provision <br />for conveyance of stormwater to the river or erosion control. Due to the <br />extreme drop in the pipe, erosion at the outfall is very likely to occur. <br />The plans should be revised to include a stilling basin with an energy <br />dissipator and some form of conveyance (swale or pipe) to the Rum River. <br /> <br />e <br /> <br />Lots ll, 15, & 16 are severely limited by the bluff. Access to the Lot 16 is <br />severely impeded due to slope severity and available building area is within <br />the flood plain. Section 170.078.2 of the Scenic River Ordinance restricts <br />development on the slopes greater than 12 percent. I have serious <br />reservations as to whether a house, sewage system, and well can be <br />successfully placed on these lots without severe impacts to the slope by <br />erosion and visually to the River. I strongly recommend re-design of Oneida <br />Street and 153rd Lane NW as recommended above and revision of lots to allow <br />enough area free of limiting slopes, etc. for home construction. I should <br />point out that this area is likely to develop with large homes which <br />typically involve greater disturbed areas for yard, garage, sewage system, <br />etc.. <br /> <br />The stormwater outfalls from 155th Lane NW and Juniper Ridge present similar <br />drainage and erosion problems. I do not believe that unconfined drainage "to <br />daylight" as stated on the plans is sufficient stormwater management. Soils <br />in the area are very unstable and are susceptible to erosion near the river. <br />Confined discharge points to the river are essential.
