Ms. Anne Norris <br />CITY OF RAMSEY <br />Page -2- <br /> <br />w <br /> <br />Many lots are affected by the flood plain restrictions of the City's <br />Ordinance. The entire 100-year flood plan has been designated floodway, <br />which is the area to be left as open space to allow for passage of the <br />lO0-year flood. Therefore, no principal structures (i.e. houses) can be <br />built in the flood plain area unless the City's official controls are amended <br />and such an amendment may not be possible. It appears that some plat <br />modifications are needed to address this issue. <br /> <br />The plat should indicate Regulatory Flood Protection Elevations (RFPE) for <br />each lot. I have written these elevations on the plat - see enclosed. The <br />RFPE is the minimum elevation to which the lowest floor (including basement) <br />must be elevated. <br /> <br />7. The plat fails to state other setbacks from the Scenic River Ordinance as <br /> follows: <br /> <br />Bluff-Building setback - 30 feet; <br />Sewage system from River - I00 feet; <br />Controlled Vegetative cutting area - 150 feet from <br /> River and 30 feet from the Bluff. <br /> <br />These standards should also be added. <br /> <br />The proposed stormwater swale from the 154th Lane NW cul-de-sac which outlets <br />to the Rum River requires a DNR permit. The bank soils are extremely <br />instable and grading as proposed will likely result in erosion problems. The <br />swale should end with a pipe discharge to the river and erosion control at <br />the pipe inlet and outlet. <br /> <br />I have returned the plat with my comments written on it. Please enter these comments <br />into the record of the hearing. Also, please provide a separate copy of the <br />preliminary plat for my records. <br /> <br />I urge revision of this plat as recommended earlier.
