Voting Ko: ~one. <br /> <br />Storm Sewer Districts: <br /> <br />Mr. Goodrich presented a draft ordinance to establish the city into two storm <br />sewer taxing districts, excluding those areas that have already invested in <br />storm sewer improvements and a draft ordinance to reinclude those areas in <br />their appropriate taxing district when their relative investment equals the <br />investments of the district in which they are located. Mr. Goodrich stated <br />that there are two factors that could be used to effectively measure relative <br />investment -- relationship of investment per acre and relationship of <br />investment per property value. Using either one of these factors will take <br />vigilence on the part of city council and staff to watch it year after year <br />because it is not likely that excluded portions would be reincluded for 5-15 <br />years down the road. <br /> <br />Councilmember Cox suggested that reincluding excluded areas on a predetermined <br />date to cover improvement costs and taking all system maintenance costs out of <br />the city's general fund would avoid a complex accounting mess. <br /> <br />Mr. Hartley advised that if storm sewer districts are established, it be done <br />with all provisions allowed for in Chapter 444. <br /> <br />Mr. Ippel stated that a policy of excluding areas that have invested in storm <br />sewer i..provements is not fair to those areas with no drainage problems that <br />are included in a district that will be paying for somebody else's water <br />problems forever. The drainage problems areas are specific and localized; <br />remedy them out of the City's general fund and be done with it.
