CASE ~2: REQUEST FOR CONDITIONA~ USE ?EP~I? TO OPERATE A TUBE/CANOE RENTAL BUSINESS; CASE OF NORTRSTAR OUTDOOR gDUCATION, INC. By: Anne Norris, Community Development Director Background: Mr. 0elf Stedman of Northstar Outdoor Education, Inc. is requesting a conditional use permit to operate a tube/canoe rental and shuttle service on the Rum River in the Anoka County Rum River Central Park. This conditional use permit would be seasonal in nature and the operation would run from June through August of each year. Mr. Stedman is also requesting that the conditional use permit include a temporary 12' floating dock to be utilized at the ending point of the tubing operation. Mr. Stedman has also stated that all the tubers and canoers would be required to sign agreements which specify that they will not use alcohol while on the river and they will not trespass on private property while using the river. Mr. Stedman has also outlined that non- returnable, styrofoam and glass containers will not be allowed on the river. The Rum River Central Park is located in the Scenic River Overlay District. Recreational uses of this sort are not permitted uses in this district and require conditional use permits to operate. The Department of Natural Resources has reviewed Hr. Stedman's application and has suggested conditions to be included in the conditional use permit agreement. Mr. Stedman has also applied to Anoka County for a conditional use permit for this operation. The Commission conducted a public hearing on this request on June 17, 1986. Comments from neighbors included concerns regarding who would be responsible for any littering that might occur. The Commission tabled action on Hr. Stedman's request until Hr. Stedman could be present to answer any questions and until the Anoka County Board took action on a request by Hr. Stedman for a conditional use permit. The County Board of Adjustment held a public hearing on this request on June 18; the Board is scheduled to take action on July 8, 1986. As Mr. Stedman has agreed to comply with County, DNR and City conditions, Staff recommends that this request for a conditional use permit be approved.
