will be taken. 3) The installation of the completed signal system will be controlled in the <br />contract time provisions by the use of a delayed start date for that work. The start date will be <br />tentatively set for one month after the intersection of CSAH #5/Xkimo has been under full signal <br />control and a traffic count can be made to determine signal warrant status at 142nd Avenue. 4) <br />The plans are to be completed in April 1999, with the bid letting in October 1999. 5) A new <br />traffic count and warrant evaluation will be made in September 1999. If the signal is clearly <br />justified at that time, then the full signal system will be authorized for construction with the <br />remainder of the project. 6) If the signal is not justified in September 1999, the project will be <br />bid and constructed initially with only the conduit system. After the completion of the CASH <br />#5/Xkimo signal system in summer 2000, another signal warrant analysis will be performed. 7) <br />If the signal is found to be justified at that time, the contractor will be authorized to order <br />equipment and proceed with completion of the signal. 8) If the signal is not justified at that <br />time, then the pay item for the completion of the signal system will be deleted. <br /> <br />Councilmember Haas Steffen stated she will also be talking with E1 Tinklenberg about this issue. <br />The agreement was that we are paying for this, therefore, we should be able to have this done. <br /> <br />Mr. Jankowski stated if our count next summer makes the count, then we will get a signal. <br />Documents will be prepared as if it's going in - then the counts will be done. If we do not meet <br />them, they will not construct it but then they would do a count in summer 2000 and by that time, <br />C.R. #5 and Xkimo will be operational. <br /> <br />Councilmember Haas Steffen felt we can make it happen. <br /> <br />Discussion ensued relating to enough right-of-way for four lanes. We would have to add <br />pavement to accommodate turn lanes. We do not need any more land. That is all the way to <br />153''d. <br /> <br />Mr. Jankowski stated he is not asking for any action, however, the Anoka County Union is asking <br />what is happening. <br /> <br />Councilmember Hendriksen stated he does not understand why - Xkimo is only a half dozen <br />blocks fi'om this. Why are we going to the mat on this. He personally felt there should be a <br />center island. <br /> <br />Councilmember Zimmerman stated that his feeling is for the businesses there. <br /> <br />Councilmember Hendriksen stated that if you have a center island, you could still turn in. He <br />felt the traffic would learn how to get to these businesses. These are businesses where you know <br />you are going there and you can turn a couple blocks earlier.
