Councihnember Hendriksen suggested that would be to just find out how badly they wanted a
traffic light.

Councihnember Haas Steffen stated that we made promises to people - we have 400 signatures
on a petition.

Councihnember Hendriksen stated that he also thought that we needed a stop light there but he
did not know we were having one at Xkimo. He feels these people would not like driving six
blocks.

Councilmember Haas Steffen sated that we had a meeting with 20 to 30 people. They knew and
they understood what they wanted - lights at 142''d.

Councilmember Hendriksen stated that pushing for this light would delay the project.

Councihnember Haas Steffen felt it is not delaying the project - it's quite the opposite.

Discussion ensued relating to four lanes and six lanes, etc. It was noted that this is not what is
proposed - what's proposed is a single through lane.

Councilmember Haas Steffen stated that she is not willing to back off of this because of
businesses and people.

Councilmember Zimmerman stated he is not willing to back off either.

Councilmember Hendriksen stated it seems to him that the only people who are talking about it
are everyone north of Xkimo - there's no additional driving for them. The only people are
people between 142''d and Xkimo.

County Road #116 - City Engineer Jankowski stated there is not much more to update than
what's in the case. We sent a proposal to prepare a corridor study to Anoka County for review -
propose to do on #116 over the river.

Councilmelnber Zimmerman stated he would like to see it from the Rum River all the way
through to hook up to Highway #10.

Parks/Utilities Supervisor Boos stated that we cannot do that right now. We do not want to draw
a line for C.R. #116.

Councilmember Zimmerman stated his opinion of the Mississippi River crossing is dim - the
cost is $37 million; where will this money come from.

Mr. Boos stated that the traffic is coming from the north and west. We have to have a plan. He
would be satisfied to do it starting from #47 to #56. That's a problem right now for Ramsey and
Anoka.

Public Works Committee/January 19, 1999
